Indeed, the proliferation of toxic content and the growing influence of social networks on daily life and public debate are now leading governments to consider new modes of intervention to regulate their activities. Several avenues are possible: increasing the responsibility of platforms, acting in the field of antitrust, or even creating specialized regulatory bodies that can, among other things, control algorithms. While the European Union has been engaged since the end of 2020 in an in-depth reform of the regulations applicable to platforms, the strategy of the Biden administration is not yet clear, in a context where many experts are calling for the dismantling of large platforms and a modification of the famous section 230 of the Communications Decency Act. This Research Paper presents the possible solutions considered in Europe and the United States.
